Viewing cable 02ROME6097, ITALY COMMUNICATIONS BILATERAL: UPDATE

If you are new to these pages, please read an introduction on the structure of a cable as well as how to discuss them with others. See also the FAQs

Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.
To understand the justification used for the classification of each cable, please use this WikiSource article as reference.

Discussing cables
If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). Please mark messages for social networking services like Twitter with the hash tags #cablegate and a hash containing the reference ID e.g. #02ROME6097.

SUBJECT: ITALY COMMUNICATIONS BILATERAL: UPDATE

REFS: A) ROME 5535, B) ROME 5720, C) STATE 253506

1. THIS CABLE CONTAINS AN ACTION REQUEST, PLEASE SEE
PARAGRAPH 10.

2. ECMIN AND ECON SPECIALIST MET WITH COMMUNICATIONS
MINISTRY SENIOR OFFICIALS DECEMBER 16 TO CONVEY INFORMATION
CONTAINED IN REF C. OFFICIALS FROM THE COMMUNICATIONS
AUTHORITY AND THE MINISTRY FOR INNOVATION AND TECHNOLOGY
ALSO ATTENDED THE MEETING.

3. THE AGENDA PROPOSED IN REF C WAS ACCEPTED IN ITS
ENTIRETY BY COMMUNICATIONS MINISTRY OFFICIALS WITH THE
SINGLE ADDITION OF 3G TO BE DISCUSSED IN SESSION VI
(TECHNOLOGY DEVELOPMENTS). IT ALSO WAS AGREED TO END THE
BILATERAL WITH A LUNCHEON ON FRIDAY, TO ALLOW TIME FRIDAY
AFTERNOON FOR A POSSIBLE MEETING BETWEEN THE U.S. DELEGATION
AND ITALIAN COMMUNICATIONS INDUSTRY REPRESENTATIVES.

4. A POSSIBLE MEETING WITH ITALIAN INDUSTRY IS VIEWED
FAVORABLY BY COMMUNICATIONS MINISTRY OFFICIALS, WHO ALSO
FULLY CONCUR THAT THIS SHOULD BE KEPT SEPARATE FROM THE
GOVERNMENT TO GOVERNMENT BILATERAL. COMMUNICATIONS MINISTRY
OFFICIALS INDICATED THAT THEY WISH TO BE KEPT INFORMED AND
ASKED THAT SUCH A MEETING BE OPENED TO AS MANY OPERATORS AS
POSSIBLE, RATHER THAN TO A SELECTED FEW. THE COMMUNICATIONS
                       UNCLASSIFIED

PAGE 03 ROME 06097 01 OF 03 230712Z
MINISTRY OFFICIALS INITIALLY OFFERED TO ORGANIZE AND HOST,
SEPARATE FROM THE BILATS, THE MEETING WITH INDUSTRY
REPRESENTATIVES, BUT IN A SUBSEQUENT DISCUSSION INDICATED
THAT IT WOULD BE BEST IF THE NATIONAL ICT PRIVATE SECTOR
ASSOCIATION WERE TO TAKE THE LEAD. (EMBASSY COMMENT: A
MEETING WITH ITALIAN PRIVATE SECTOR IS STILL IN THE WORKS AS
CONTACTS TO DATE HAVE BEEN INFORMAL AND LIMITED. EMBASSY
WILL CONTINUE TO PURSUE THE MATTER AND KEEP WASHINGTON
INFORMED.)

5. PRESS. THE COMMUNICATIONS MINISTRY DOES NOT ENVISION A
PRESS CONFERENCE TO FOLLOW THE BILATERALS. THEY WOULD LIKE
TO ISSUE A PRESS STATEMENT, WHICH CAN BE AGREED UPON
IN ADVANCE AND FINED-TUNED, IF NECESSARY, DURING THE
BILATERAL.

6. REPRESENTATION EVENTS. THE AMERICAN CHAMBER OF COMMERCE
COMMUNICATIONS COMPANIES HAVE AGREED TO COVER MOST (IF NOT
ALL) THE COST OF A U.S.-HOSTED RECEPTION ON THE EVENING OF
MARCH 5. IN EXCHANGE, THEY HAVE ASKED FOR SOME PRIVATE TIME
(ABOUT 1-1/2 HOURS) WITH THE DELEGATION BEFORE THE
RECEPTION. HOSTING A RECEPTION RATHER THAN A DINNER IS MORE
COST EFFECTIVE AND WILL ALLOW AN EXPANDED GUEST LIST TO
INCLUDE ALL EMBASSY ICT CONTACTS. SEPARATELY, THE MINISTRY
OF COMMUNICATIONS WILL HOST A DINNER MARCH 6 PRINCIPALLY FOR
THE TWO DELEGATIONS.

7. LOGISTICS AND INTERPRETATION. WE CONFIRMED THAT ALL
BILATERAL SESSIONS, INCLUDING LUNCHEONS, WILL BE HELD AT THE
MINISTRY OF COMMUNICATIONS. THE MINISTRY WILL ORGANIZE
SIMULTANEOUS INTERPRETATION, WITH COSTS SPLIT (APPROXIMATELY
                       UNCLASSIFIED
