OPERATIONS ARE FORECASTED TO REQUIRE 2.6 MILLION MTS, 
EXCLUDING NORTH KOREA, WESTERN SAHEL REGION AND COTE 
D'IVOIRE WHERE ASSESSMENTS ARE STILL IN PROGRESS. PROJECTED 
REQUIREMENTS FOR PROTRACTED RELIEF AND RECOVERY OPERATIONS 
(PRROS) WILL INCREASE SUBSTANTIALLY TO 1.9 MILLION MTS, UP

ARE ESTIMATED AT 5.3 MILLION TONS, EXCLUDING ANTICIPATED

IN COTE D'IVOIRE WHERE ASSESSMENTS ARE STILL IN PROGRESS. 
GLOBAL PROJECTED REQUIREMENTS ARE SOME 1.4 MILLION TONS 
HIGHER THAN THOSE THAT WERE FORECASTED THIS TIME LAST YEAR. 
2003 ESTIMATED WFP NEEDS INCLUDE 2.6 MILLION METRIC TONS 
(MTS) FOR EMERGENCY OPERATIONS, 1.9 MILLION MTS FOR 
PROTRACTED RELIEF AND RECOVERY OPERATIONS AND 847,000 MTS 
FOR DEVELOPMENT ACTIVITIES AND PROJECTS. APPROXIMATELY 75 
PERCENT OF THE 2003 EMERGENCY FOOD REQUIREMENTS ARE 
ATTRIBUTED TO THE MASSIVE HUMANITARIAN CRISIS IN SOUTHERN 
AFRICA AND THE WIDESPREAD DROUGHT IN ETHIOPIA AND ERITREA.

AND IS A RESULT OF DRAMATICALLY INCREASED RELIEF NEEDS IN 
SELECTED OPERATIONS SUCH AS ANGOLA, IN THE AFTERMATH OF THE 
2002 PEACE ACCORD. SIMILARLY, INCREASED PRRO NEEDS ARE 
REPORTED IN DEMOCRATIC REPUBLIC OF CONGO AND SRI LANKA. IN 
UGANDA, THE ESCALATION IN THE CONFLICT IN THE NORTH HAS 
EXACERBATED THE VULNERABILITY OF INTERNALLY DISPLACED 
PERSONS (IDPS) AND REFUGEES. FUNDING FOR THE ALGERIA PRRO 
(WESTERN SAHARAN REFUGEES) IS BEING REPORTED SEPTEL. 
 
6. WITH THIS LARGE NUMBER OF HIGH PROFILE AND NEEDY 
OPERATIONS, 2003 IS EXPECTED TO PUT CONSIDERABLE STRAIN ON 
WFP'S ABILITY TO ADDRESS THE FOOD AID REQUIREMENTS OF LESS 
HIGH-PROFILE, YET NO LESS NEEDY PRROS, SUCH AS: BANGLADESH, 
ETHIOPIA, FEDERAL REPUBLIC OF YUGOSLAVIA (EXCLUDING KOSOVO), 
                       UNCLASSIFIED

WORLD HAVE A MEAL EVERY DAY.  HE NOTED THAT PRESIDENT BUSH 
SPECIFICALLY MENTIONED WFP IN HIS OCTOBER 23 PROCLAMATION 
FOR UNITED NATIONS DAY, LAUDING WFP FOR "HELPING TO AVERT A 
SEVERE FAMINE THAT THREATENED AFGHANISTAN." 
 
8. HALL CONFIRMED THAT USAID HAD AGREED TO PROVIDE USD 200 
MILLION TO WFP FOR THE FIRST YEAR OF THE TWENTIETH BIENNIUM 
PLEDGE PERIOD (2003-2004).  THIS REPRESENTS A 23 PERCENT 
INCREASE TO USAID'S ANNUAL PLEDGE AMOUNT, AND INCLUDES A 
DOUBLING OF USAID'S CASH CONTRIBUTION FOR ADMINISTRATIVE 
COSTS.  HE REMINDED THAT THIS AMOUNT REPRESENTS A FLOOR FOR 
USAID SUPPORT, NOT A CEILING. 
 
9. HALL ALSO HIGHLIGHTED USAID'S DECISION TO INITIALLY 
PROVIDE 100,000 METRIC TONS OF WHEAT - WITH A VALUE OF USD 
40 MILLION DOLLARS - FOR THE LOOMING CRISIS IN ETHIOPIA, 
WHILE REMINDING THAT THE NEEDS OF THE ENTIRE HORN OF AFRICA 
REGION ARE LIKELY TO BE FAR GREATER. "YET EVEN WITH THESE
