DRAFT MATERIAL TRANSFER AGREEMENT (MTA) FOR THE PLANT 
GERMPLASM HELD IN TRUST BY THE INTERNATIONAL AGRICULTURAL 
RESEARCH CENTERS.  THE MTA CONTAINS LANGUAGE ON VOLUNTARY 
BENEFIT SHARING, BUT (DESPITE G-77 EFFORTS) NO LANGUAGE

IDENTIFY WHAT REMAINS TO BE DONE, AND WHICH ISSUES WERE 
RELEVANT TO THE COMMISSION.  THE STUDY WILL BE CONSIDERED 
AT THE NEXT COMMISSION SESSION.  THE REPORT MAKES CLEAR
