APPROXIMATELY ONE MILLION BENEFICIARIES, ENORMOUS 
PRESSURE IS GROWING ON THE U.N. WORLD FOOD PROGRAM (WFP) 
TO SIGNIFICANTLY EXPAND ITS PROGRAM IN ORDER TO PROVIDE 
FOOD FOR THESE ADDITIONAL GROUPS, AND THERE IS CONCERN 
THAT THEIR EFFORTS ARE LAGGING BEHIND.  WFP'S NEW 
PROTRACTED RELIEF AND RECOVERY OPERATION (PRRO) FOR 
ANGOLA WILL BE PRESENTED AT THE WFP EXECUTIVE BOARD 
MEETING THIS MAY.  THE PRRO WAS PREPARED BEFORE THE WAR 
ENDED AND ADJUSTMENTS WILL LIKELY BE MADE-PRIMARILY TO 
THE BENEFICIARY NUMBERS AND THE REQUIRED TONNAGES.  AT 
THE SAME TIME, THE DONORS AND THE U.N. MUST KEEP 
UNRELENTING PRESSURE ON THE GRA TO TAKE RESPONSIBILITY 
FOR THE NEEDS OF ITS POPULATION.  SEVERAL 
RECOMMENDATIONS WERE GIVEN TO WFP'S PROGRAMMATIC SECTION 
IN AN EFFORT TO MORE ACCURATELY TARGET BENEFICIARIES AND 
ACCOUNT FOR ITS COMMODITIES.  THE CURRENT PIPELINE IS IN 
SERIOUS JEOPARDY OF BREAKING IN LATE JUNE/EARLY JULY.

THEIR FAMILIES, THERE IS AN UNDERLYING TREPIDATION THAT 
THE EFFORT MAY FAIL BECAUSE THE SPEED IS NOT FAST 
ENOUGH.  THE GRA SUFFERS FROM A LACK OF SOPHISTICATION 
AND CAPACITY IN ITS ABILITY TO PROVIDE THE NECESSARY 
SOCIAL SERVICES TO EVEN A FEW QAS, MUCH LESS THE 
IDENTIFIED 38.  THERE ARE REPORTS THAT SPORADIC AND 
INADEQUATE DELIVERIES OF FOOD HAVE BEEN MADE BY THE GRA, 
BUT THIS IS NOT GOOD ENOUGH.  IT SHOULD ALSO BE NOTED 
THAT THE MAJORITY OF THE 38 AREAS ARE EXTREMELY 
DIFFICULT TO ACCESS. 
 
5.  IF THE QAS ARE NOT VERY SOON READY TO PROPERLY 
RECEIVE THE UNITA EX-COMBATANTS AND THEIR FAMILIES, MANY 
FEAR THE UNITA FORCES MAY ONCE AGAIN PICK UP THE GUNS 
OUT OF DESPERATION IN ORDER TO FEED THEMSELVES AND THEIR 
FAMILIES.  NOT ONLY WOULD THIS JEOPARDIZE THE PEACE, IT 
WOULD ALSO JEOPARDIZE FOOD DELIVERIES BY ROAD.  FULLY

AWARE OF THE POTENTIAL OF THIS SCENARIO BECOMING THE 
REALITY, THE U.N. IS MOVING FORWARD WITH CONTINGENCY 
PLANS FOR PROVIDING ASSISTANCE TO THE QAS IN 
ANTICIPATION THAT IT WILL SOON BE ASKED BY THE GRA TO 
ASSIST.  THEIR CONTINGENCY PLAN IS BASED ON A FIGURE OF 
55,000 EX-COMBATANTS AND 300,000 FAMILY MEMBERS. 
 
6.  IN PARALLEL WITH THIS EFFORT, THE HUMANITARIAN 
COMMUNITY IS ATTEMPTING TO MEET THE GROWING HUMANITARIAN 
NEEDS IN THE COUNTRY.  HUNDREDS, AND IN SOME CASES 
THOUSANDS, OF PEOPLE ARE WALKING INTO PROVINCIAL 
CAPITALS FROM THE BUSH IN SEARCH OF ASSISTANCE.  MANY OF 
THEM HAVE WALKED HUNDREDS OF KILOMETERS AND ARRIVE WITH 
PRACTICALLY NOTHING.  SOME DON'T EVEN HAVE CLOTHES. 
OTHERS ARE SO WEAK THEY ARE BEING AIRLIFTED IN 
HELICOPTERS OR BEING TRANSPORTED IN TRUCKS BY THE ARMED 
FORCES OF ANGOLA (FAA).  REPORTEDLY EVEN SOME OF THE 
ELITE UNITA SOLDIERS THAT PROTECTED SAVIMBI WERE 
MALNOURISHED BY THE WAR'S END IN FEBRUARY.  IN LUENA 
(MOXICO PROVINCE), 7,000 TO 8,000 PERSONS HAVE BEEN 
ARRIVING EACH MONTH SINCE LAST DECEMBER.  WFP EXPECTS 
11,000 NEW INTERNALLY DISPLACED PERSONS (IDPS) IN BIE 
PROVINCE IN THE MONTH OF MAY.  LARGE NUMBERS OF 
BENEFICIARIES ALSO EXIST IN HUAMBO, MALANGE, AND HUILA 
PROVINCES.  OCHA AND WFP ESTIMATE THAT 20,000 TO 30,000 
NEW IDPS COULD SURFACE EACH MONTH FOR THE NEXT FOUR 
MONTHS. 
 
7.  ON APRIL 18, THE U.N. BEGAN LEADING RAPID 
ASSESSMENTS (RAS) TO 36 INACCESSIBLE AREAS (IAS) THAT 
HAVE BEEN IDENTIFIED AS AREAS WHERE POPULATIONS IN POOR 
                       UNCLASSIFIED

CONDITION HAVE GATHERED.  THE AREAS HAVE BEEN 
INACCESSIBLE BECAUSE OF INSECURITY, SOMETIMES COUPLED

INFRASTRUCTURE, SUCH AS BRIDGES.  THE U.N. OFFICE FOR 
THE COORDINATION OF HUMANITARIAN AFFAIRS (OCHA) HAS BEEN 
COLLECTING INFORMATION ON THESE AREAS FOR MORE THAN A 
YEAR.  THE INFORMATION HAS COME FROM VARIOUS SOURCES, 
INCLUDING THE FAA, CHURCH GROUPS, NON-GOVERNMENTAL 
ORGANIZATIONS (NGOS), AND INTERNALLY DISPLACED PERSONS 
(IDPS) THEMSELVES.  OCHA ANTICIPATES THAT THE 
ASSESSMENTS WILL TAKE APPROXIMATELY THREE WEEKS TO 
COMPLETE AND MAY YIELD AN ADDITIONAL 500,000 PEOPLE 
NEEDING ASSISTANCE. 
 
8.  BUNJEI, ONE OF THE 36 IAS LOCATED IN NORTHERN HUILA 
PROVINCE BUT MORE READILY ACCESSIBLE FROM SOUTHERN 
HUAMBO PROVINCE, WAS VISITED BY MEDECINS SANS 
FRONTIERES/FRANCE (MSF/F) ABOUT THREE WEEKS AGO.  MSF/F 
REPORTED A DIRE SITUATION AND BUNJEI WAS PLACED AT THE

THIS APRIL, THE SEVERE MALNUTRITION RATE WAS 9 PERCENT 
AND THE GLOBAL RATE WAS 36 PERCENT, REPORTS CONCERN. 
MORE TELLING STILL, THE MORTALITY RATE FOR THE ENTIRE 
BUNJEI POPULATION (ADULTS AND CHILDREN) WAS 
5.2/10,000/DAY.  (NOTE:  DEATHS OVER 2/10,000/DAY 
SIGNIFIES A SERIOUS SITUATION THAT REQUIRES IMMEDIATE 
ACTION). 
 
9.  WITHIN A PERIOD OF TWO DAYS (APRIL 15/16), 578 
FAMILIES (AVERAGE SIZE IS FIVE) ARRIVED IN MUACANHICA 
IDP CAMP OUTSIDE LUENA TOWN, A CAMP THAT OPENED ON 
FEBRUARY 17.  MOST HAD WALKED IN ON THEIR OWN, BUT SOME 
HAD BEEN BROUGHT VIA FAA HELICOPTER.  THE CAMP IS 
MANAGED BY LUTHERAN WORLD FEDERATION (LWF) AND ITS 
                       UNCLASSIFIED

POPULATION ON APRIL 17 WAS 1,504 FAMILIES.  A LARGE 
PERCENTAGE OF THE POPULATION IS CHILDREN AND SOME ARE

INHABITANTS ARE UNITA FAMILIES. 
 
10.  LWF STATED THE MORTALITY RATE HAS BEEN CONSTANT IN 
MUACANHICA CAMP DURING ITS TWO MONTHS OF EXISTENCE, WITH 
AT LEAST ONE DEATH PER DAY, MANY BEING ADULTS.  IN THE 
PREVIOUS WEEK, SIX ADULTS AND ONE CHILD HAD DIED.  THE 
MOST COMMON REASONS FOR DEATH ARE DIARRHEA AND MALARIA. 
THE SEC WAS TOLD THAT IN THE BEGINNING OF THE FORMATION 
OF THE CAMP CASKETS WERE BEING MADE FOR THE DEAD, BUT 
AFTER AWHILE THE TOLL ON THE TREES BECAME TOO GREAT AND 
THE EFFORT WAS HALTED.  THE WOOD WAS NEEDED FOR 
FIREWOOD.  LWF REPORTS THAT MANY OF THE WOMEN ARE HEAD 
OF HOUSEHOLDS AND ARRIVE TOO WEAK TO CONSTRUCT A SHELTER 
OUT OF PLASTIC SHEETING.  ON-SITE OBSERVATION CONFIRMS 
THIS STATEMENT.  THE SEC TALKED WITH ONE MIDDLE-AGED 
SICK WOMAN WHO WAS TAKING CARE OF NINE CHILDREN (SOME OF 
WHICH BELONGED TO HER BROTHER WHO HAD GONE TO ZAMBIA) 
AND WHOSE HUSBAND HAD DIED A COUPLE WEEKS BEFORE.  SHE 
WAS TOO WEAK TO PROPERLY CARE FOR HER CHILDREN OR COOK. 
DURING THE CONVERSATION, A MOTHER INSIDE THE NEXT TENT 
WAS WAILING OVER THE LOSS OF HER 12-YEAR OLD DAUGHTER TO 
MALARIA.  THE UTTER DESPAIR OF THE SITUATION WAS 
STRIKING.

12.  AS IAS OPEN UP, THE U.N. AGENCIES AND NGOS WILL TRY 
TO TAKE THE ASSISTANCE TO THE AREAS IN AN EFFORT TO KEEP 
THE PEOPLE CLOSER TO THEIR HOME AREAS AND TO PRE-EMPT 
FURTHER MOVEMENTS INTO THE PROVINCIAL CAPITALS WHERE 
RESOURCES ARE ALREADY STRETCHED TO THE LIMITS.  THIS 
COURSE, HOWEVER, PRESENTS ADDITIONAL LOGISTICAL 
CHALLENGES AND REQUIRES MORE STAFF IN THE SHORT TERM.

TO MEET THE EMERGING NEW NEEDS THAT ARE PRESENTING 
THEMSELVES.  DURING THE SEC'S VISIT, WFP/ANGOLA SENIOR 
MANAGEMENT AND THE WFP REGIONAL DIRECTOR (WHOSE VISIT TO 
ANGOLA OVERLAPPED WITH THAT OF THE SEC'S) DID NOT SEEM 
TO HAVE A TRUE APPRECIATION OF THE URGENCY OF THE 
MOMENT.  THIS CONCERN WAS SHARED BY THE U.S. MISSION IN 
ANGOLA, OCHA, AND THE UNDP RESIDENT 
REPRESENTATIVE/HUMANITARIAN COORDINATOR (PLEASE 
PROTECT).  GIVEN THE INCREASE IN THE NUMBER OF NEEDY 
ANGOLANS AT THIS MOMENT AND THE LIKELIHOOD THAT THE 
NUMBERS WILL SIGNIFICANTLY INCREASE SOON, WFP'S 
READINESS AND RAPID RESPONSE CAPACITY IS LAGGING BEHIND. 
THE WFP LOGISTICS STAFF IS BEING PROACTIVE IN PLANNING

PIPELINE REPORT THAT ANTICIPATED NO INCREASE IN 
BENEFICIARY LEVELS IN THE COMING MONTHS.  BY THE END OF 
THE WEEK, WFP HAD CONDUCTED A PLANNING EXERCISE THAT 
REFLECTED A POSSIBLE INCREASE OF 140,000 NEW 
BENEFICIARIES IN MAY, RISING STEADILY TO A POSSIBLE 
650,000 BY SEPTEMBER (THIS CASELOAD WOULD BE IN ADDITION 
TO THE NUMBERS IN THE NEW PRRO).  SUCH A FIGURE 
ANTICIPATES A SHORT-TERM INCREASE IN THE NUMBER OF 
SPONTANEOUS ARRIVALS IN THE PROVINCIAL CAPITALS, 
REACHING THE VULNERABLE PEOPLE LOCATED IN THE 36 IAS, A 
NEAR-TERM INCREASE IN THE NEED FOR NUTRITIONAL PROGRAMS, 
REFUGEES RETURNING HOME, AND PROVIDING FOOD FOR UNITA 
FAMILIES IN 32 OF THE 38 QUARTERING AREAS.  IN APRIL, 
WFP PLANS TO PROVIDE FOOD TO APPROXIMATELY 961,000

17.  THE SEC ENCOUNTERED SEVERE RESISTANCE FROM 
WFP/ANGOLA, AS WELL AS FROM WFP/HQ, REGARDING THE NOTION 
OF RE-WRITING THE DOCUMENT.  WFP FELT THE PROCESS WAS 
TOO FAR ALONG TO PULL IT BACK FOR RE-WRITES.  WFP/ANGOLA 
WILL THEREFORE PROVIDE AN ADDENDUM AT THE EB, DESCRIBING 
THE CURRENT SITUATION IN ANGOLA.  IT IS HIGHLY LIKELY 
THAT THE NEW PRRO, WHICH SPANS 18 MONTHS, WILL HAVE TO 
BE COMPRESSED TO 12-14 MONTHS TO ACCOMMODATE THE HIGHER 
BENEFICIARY FIGURES AND TONNAGE REQUIREMENTS. 
 
18. IT SHOULD BE NOTED THAT THE POSSIBILITY OF ALSO 
LAUNCHING AN EMERGENCY OPERATION (EMOP) AT THIS TIME, OR

RECOVERY PERIOD, THE PRRO PROVIDES THE MECHANISM TO 
ACHIEVE THIS.  AND AS STATED ABOVE, THE NEW PRRO 
PROVIDES THE FLEXIBILITY TO CONDUCT EMERGENCY AND 
RECOVERY PROGRAMS SIMULTANEOUSLY. 
 
19. NOTE: WFP'S ON GOING PRRO (WHICH ENDS ON JUNE 30, 
2002), COVERS 1.04 MILLION BENEFICIARIES WITH A 228,782 
METRIC TON PROGRAM, AND IS VALUED AT USD 167.7 MILLION.

HAVE A CRITICALLY DETRIMENTAL EFFECT ON THE INTEGRITY OF 
THE PROGRAMS.  IN ADDITION, WFP HAS HAD TO STRAY OVER 
THE PAST MONTHS FROM THE INTERNATIONAL STANDARD RATION 
OF 2,100 KILOCALORIES (KC) RATION DUE TO SHORT-TERM 
BREAKS IN THE PIPELINE OF PARTICULAR COMMODITIES.  FOR 
EXAMPLE, FEBRUARY AND MARCH RATIONS FOR NEW IDPS 
CONSISTED OF 1,939 KC.  LAST SEPTEMBER AND OCTOBER

25.  THE SEC TRIED TO IMPRESS UPON THE WFP COUNTRY 
DIRECTOR (CD) THE NEED TO NOW/NOW RING THE ALARM BELLS 
ABOUT THE IMMINENT BREAKS IN THE PIPELINE.  SHE STATED 
THAT WITH THE COMPETING DROUGHT CRISIS DEVELOPING IN 
ANGOLA'S BACKYARD, CONTINUED NEEDS IN AFGHANISTAN AND 
NORTH KOREA, AND THE UNSETTLING SITUATION IN THE MIDDLE 
EAST, THAT WFP/ANGOLA WOULD HAVE TO BE AGGRESSIVE AND 
CREATIVE IN ITS RESOURCE MOBILIZATION EFFORTS. 
 
26.  AT THE SAME TIME, THE SEC URGED WFP/ANGOLA TO BE 
UNYIELDING IN PURSUING ADDITIONAL RESOURCES FROM THE GRA 
AND IN ENCOURAGING THEM TO TAKE ON THEIR SHARE OF THE 
BURDEN.  SUCH EFFORTS WOULD BE LOOKED UPON FAVORABLY BY 
THE DONORS.  THE GRA NO LONGER HAS THE WAR EXCUSE FOR

REALLOCATING FUNDS THUS FAR DEDICATED TO THE WAR EFFORT

C.  THERE IS AN INADEQUATE NUMBER OF FOOD AID MONITORS

NEFARIOUS ACTIVITIES THAT HAVE BEEN HIGHLIGHTED IN THE 
SCF/UK REPORT ON SEXUAL EXPLOITATION IN THE REFUGEE 
CAMPS IN WEST AFRICA.  THE SEC CLEARLY STRESSED THE 
IMPORTANCE OF ADDING THIS ELEMENT TO WFP'S PROGRAM.

E.  THE SEC HEARD THAT TENSIONS WERE STARTING BETWEEN 
THE OLDER IDPS AND THE NEWER CASELOAD, WITH SOME OF THE 
NEWER CASELOAD COMPOSED OF UNITA FAMILIES.  THE OLDER 
IDPS, SOME OF WHOM HAVE BEEN CUT FROM WFP'S BENEFICIARY 
LISTS DUE TO THEIR LEVEL OF COPING MECHANISMS, HAVE 
BEGUN TO COMPLAIN THAT THEY WERE DISPLACED BECAUSE OF 
UNITA'S WAR EFFORTS AND NOW UNITA FAMILIES ARE RECEIVING

F.  THE SEC SUGGESTED THAT DISTRIBUTION METHODS (CLUSTER 
VERSUS SCOOPING) BE REVIEWED FOR EFFICIENCY AND 
EFFECTIVENESS.  WFP/ANGOLA WAS REQUESTED TO CONSIDER 
PROVIDING ITS IPS WITH GUIDELINES REGARDING FOOD 
DISTRIBUTION BEST PRACTICES. 
 
G.  WFP NEEDS TO IMPROVE ITS COORDINATION, TRANSPARENCY, 
AND INFORMATION FLOW WITH ITS IPS.  SPECIFYING ONE OR 
TWO WFP INTERLOCUTORS (RATHER THAN A MYRIAD) FOR 
PROGRAMMING ISSUES WOULD GREATLY REDUCE CONFUSION.  THE 
IPS SAID THEY ARE NOT RECEIVING ON A REGULAR BASIS THE 
MONTHLY PROVINCIAL COMMODITY ALLOTMENTS, NOR ARE THEY 
RECEIVING REPORTS OF WHAT WAS ACTUALLY DISTRIBUTED IN 
THE PROVINCES BY THE NGOS.  WFP AGREED TO IMMEDIATELY 
START COPYING ALL THE LUANDA NGO OFFICES ON THE MONTHLY 
PROVINCIAL ALLOTMENTS IN AN EFFORT TO IMPROVE 
COMMUNICATIONS. 
 
H.  FOOD-FOR-WORK (FFW) PROJECTS.  UNDER THE CURRENT 
PRRO, FFW PROJECTS WERE TO MAKE UP THIRTY PERCENT OF 
WFP'S WORK.  BUT EVEN BEFORE THE PRRO BEGAN IN APRIL 
2001, THE FAA WAS CONDUCTING OPERATIONS IN AREAS THAT 
GENERATED LARGE NUMBERS OF IDPS, AND THOSE NUMBERS 
CONTINUED TO RISE.  THERE WERE NOT ENOUGH RESOURCES TO 
ACCOMMODATE THE GROWING EMERGENCY NEEDS, THEREFORE FFW 
PROJECTS HAD TO BE SCALED BACK AND TODAY MAKE UP 
APPROXIMATELY 5 PERCENT OF WFP'S TOTAL CASELOAD.  AS WFP

DIFFICULTIES THAT WFP HAS BEEN ENCOUNTERING WITH ITS 
RATIONS AND PIPELINE STEM FROM LACK OF DONOR SUPPORT

ADDITIONAL LOGISTICAL SUPPORT AND STAFF IN THE SHORT 
TERM. 
 
-    WFP/HQ SENIOR MANAGEMENT SHOULD SUPPORT WFP/ANGOLA 
   TO MEET THE CHALLENGES IT IS CURRENTLY FACING. 
   ADDITIONAL STAFF MAY BE NEEDED DURING THE NEXT SIX 
   MONTHS. 
 
-  MULTIPLE LESSONS WERE LEARNED DURING THE 1995/96 
DEMOBILIZATION EFFORT.  THE CURRENT HUMANITARIAN 
COMMUNITY IN LUANDA SHOULD SEEK OUT THE LESSONS LEARNED 
FROM THAT PERIOD.  ALSO SOME TRANSFERENCE OF LESSONS 
LEARNED MIGHT COME FROM SIERRA LEONE'S CURRENT EFFORTS. 
 
-  WFP/ANGOLA'S PROGRAMMING SHOULD ADAPT THE FOLLOWING: 
 
A.  THE REGISTRATION PROCESS OF NEW IDPS NEEDS TO BE 
REVIEWED AND TIGHTENED. 
 
B.  THE CONNECTION BETWEEN THE VULNERABILITY ASSESSMENT 
MAPPING (VAM) WORK BEING DONE IN THE PROVINCES AND HOW 
ITS FINDINGS GUIDE THE CHOICE OF WFP'S BENEFICIARIES 
SHOULD BE CLEARER TO ALL WFP'S IPS.
