Understanding cables
Every cable message consists of three parts:

ΒΆ1. (U) On February 8, Post delivered reftel points to Under 
Secretary Siddhartha Nath of Ministry of External Affairs 
(MEA) Pakistan-Afghanistan-Iran Division and Under Secretary 
Abhishek Verma of UN Political Division.  We urged India  to 
pressure Iran regarding their numerous human rights 
violations.  Neither Nath nor Verma offered a subtantive 
reply, but each said he would share our message with senior 
MEA officials.  Post will follow up with MEA and report any 
substantive response septel.
