Understanding cables
Every cable message consists of three parts:

On January 25, Ministry of Foreign Affairs Americas Desk 
Officer Hatem Landoulsi informed Econoff that Tunisia's 
delegation to the January 30-February 2 African Union Summit 
in Addis Ababa, Ethiopia, would be headed by 
recently-appointed Foreign Minister Kamel Morjane.  Landoulsi 
had no further information on the Tunisian delegation.
