¶1. (SBU)  OAS Secretary General Insulza departed Port-au-

¶2. (SBU)  Ecuadorian President Correa delayed his travel to 
Port-au-Prince until January 29.  (TF1/SOUTHCOM e-mail) 
 
¶3. (SBU)  Erik Fresen (R) and David Rivera (R), members of the 
Florida House of Representatives, are scheduled to arrive in 
Port-au-Prince the evening of January 27 to deliver 
humanitarian assistance and retrieve two orphans on behalf of

SEARCH AND RESCUE (SAR) 
---------------------- 
 
¶4. (U)  The remaining two U.S. SAR teams from Fairfax and Los 
Angeles departed Haiti, after providing training and equipment 
to Haitian counterparts.  (USAID SitRep #29) 
 
COMMODITY FLOW

¶5. (SBU)  USAID reports affected populations are demonstrating 
both the capacity and preference for dry rations, rather than 
MREs.  Relief agencies report fresh fruits, vegetables, and 
meats are available in markets in Port-au-Prince, Carrefour,

EVACUATIONS/AMERICAN CITIZEN AND LE STAFF WHEREABOUTS

¶6. (SBU)  As of 1600 EST January 27, 361 American evacuees and 
family members departed Port-au-Prince; a total of 12,988 have 
been evacuated to date.  There are 300 Americans and family 
members inside the Embassy and none outside.  A total of 
21,000 Americans have been accounted for.  (TF1/Embassy

¶7. (SBU)  As of 1600 EST January 27, 35 Americans were at the 
airport alternate landing zone, and a total of seven 
evacuation flights departed since 2000 EST January 26.

¶8. (SBU)  There are 71 confirmed American fatalities and 
another 22 reported.  (TF1/Embassy Port-au-Prince e-mail) 
 
¶9. (SBU)  Embassy Port-au-Prince expects to process 100 orphan

¶10. (SBU)  As of 1500 EST January 27, five LE Staff are 
confirmed dead, and 25 are unaccounted for.  One additional LE 
Staff is reported dead, but this case remains unconfirmed.

Prince where LE Staff and their family members can receive

¶12. (SBU)  DoD donated a large number of MREs for LE Staff and 
their families.  Embassy Santo Domingo is preparing to ship

¶13. (SBU)  Each LE Staff will be issued $100 from the LE Staff

MEDICAL RESPONSE 
---------------- 
 
¶14. (SBU)  USAID reports most patients require follow-up 
treatment and post-operative care, rather than trauma care. 
DoD is exploring a number of options, including the possible 
establishment of an initial 250-bed site in Port-au-Prince to 
accommodate post-operative patients.  (TF1/Interagency

INTERNATIONAL COORDINATION/REQUESTS

¶15. (SBU)  The UN Haiti Flash Appeal is currently funded at 
$443 million, which represents 77 percent of the required $575 
million.  (TF1/USUN e-mail) 
 
¶16. (SBU)  Brazil will send an additional 1300 troops as part 
of the UN peacekeeping mission.  This deployment follows the 
UN Security Council's decision to increase the security force 
to 12,651 troops.  (NOC Media Monitoring Center) 
 
¶17. (SBU)  To date, the Colombian military, police, the 
Interior Ministry's Risk Management and Disaster Prevention 
Office, and the Colombian Red Cross have teamed together to 
send 13 flights to Haiti carrying security and medical 
personnel, SAR dogs, and 64 tons of humanitarian relief

¶18. (SBU)  Canada has deployed over 2000 troops to Haiti. 
France has over 750 civilians and 500 troops in country.  The 
EU announced it will send approximately 300 members of the 
multinational European Gendarmerie Force to Haiti in response

DEPLOYMENT OF U.S. GOVERNMENT ASSETS 
------------------------------------ 
 
¶19. (SBU)  While HHS/DMORT will continue to maintain a small 
footprint in Haiti, it confirms it will open a family 
assistance center in Miami January 29.  The center in Florida 
will communicate with families, obtain antemortem information 
from surviving family members, and reconcile a list of the

¶20. (SBU)  To date, USAID has contributed more than $253 
million in earthquake response funding.  (USAID SitRep #29) 
 
¶21. (SBU)  The M/V Crowley Marcajama is scheduled to arrive in 
Port-au-Prince January 28 with 668,160 MREs and 567,000 liters

HUMANITARIAN/SECURITY/INFRASTRUCTURE 
------------------------------------ 
 
¶22. (SBU)  Approximately 60 to 70 percent of the Haitian 
National Police (HNP) force has returned to work.  Embassy 
Port-au-Prince reports an increase in violent crime, 
particularly home invasions and carjackings.  The Inspector 
General of the HNP was attacked in a possible gang- 
orchestrated assassination attempt.  (TF1/Interagency

¶23. (SBU)  Haitian local airlines are seeking to resume 
service from Cap-Haitien.  (NCS SitRep) 
 
¶24. (SBU)  The GoH estimates nearly 236,000 people have 
utilized government-provided transport to leave Port-au- 
Prince.  The UN Office for the Coordination of Humanitarian 
Affairs notes a drop in the rate of daily migrations out of 
Port-au-Prince.  (USAID SitRep #29) 
 
¶25. (SBU)  94 percent of scheduled flights landed at Port-au- 
Prince airport January 26.  (USAID SitRep #29) 
 
¶26. (SBU)  A U.S.-based association of electrical co-ops has 
assessed 2340 electrical poles in Port-au-Prince, and only ten 
percent were damaged and needed repair.  The association 
estimates $9 to $9.5 million will be needed for initial 
repairs to bring electricity back through the distribution 
system.  At this time, total generation capacity ready to be 
delivered to the electrical system is 35 MW.  (TF1/Embassy

POLITICAL DEVELOPMENTS

¶27. (U)  A forty-foot sloop with 194 Haitians on-board was 
discovered off the coast of West Caicos in the Turks and 
Caicos Islands (TCI).  The boat was escorted into the TCI 
harbor and officials are processing the migrants.
