Understanding cables

(SBU) We shared reftel points regarding USG priorities for 
the upcoming London Conference for Afghanistan on January 23 
with Y.K. Sinha, Indian MEA Joint Secretary for Pakistan, 
Afghanistan, and Iran.  Sinha, who is India's Afghanistan 
policy point person and will attend the London Conference, 
offered no substantive reply to the points, and his staff 
informed us on January 25 that he will be on leave until 
departure for London.  Post will report any substantive GOI 
reaction if available prior to the Conference date.
