¶1. As requested in REF NSC e-mails, Post delivered four letters from 
POTUS addressed to BASIC country heads to their representatives at 
the conference hotel.  Letters were passed Sunday morning, prior to 
the start of the BASIC meeting, to delegations for: 
-- Jairam Ramesh, Minister of State (Independent Charge), Ministry 
of Environment and Forests of the Republic of India. 
-- Buyelwa Sonjic, Minister of Water and Environmental Affairs, 
Republic of South Africa. 
-- Xie Zhenhua, Vice-Chairman of the National Development and Reform 
Commission, People's Republic of China.
