Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1. (SBU)  Post on January 25 delivered Ref demarche to GOS 
officials, who indicated they would ensure that the 
information reached the Spanish delegation to the January 27 
meeting on Yemen in London.  Iago Losada, Technical Adviser 
in the MFA's sub-Directorate General for International 
Terrorism Affairs, expressed appreciation for the demarche 
and indicated he would share the non-paper with MFA regional 
experts, including Director General (A/S-equivalent) Fidel 
Sendagorta and Deputy-DG for the Near East Alberto Ucelay. 
Losada also offered to send the document directly to the 
Chief of Staff to Foreign Minister Miguel Angel Moratinos to 
ensure that it reach the Minister in time.  Losada said he 
understood that Moratinos would lead the Spanish delegation. 
 
 
2. (SBU) Meanwhile, ECONOFF that same day delivered the 
demarche to Jose Maria Fernandez, Head of the Department of 
Cooperation with Mediterranean and Arab countries within 
Spain's Agency for Cooperation and International Development 
(AECID - Spain's USAID equivalent).  Fernandez said his 
office primarily provides assistance to Yemen through 
multilateral venues due to concerns regarding the ability of 
the Yemeni state to deliver services to the Yemeni people.
