1. (S) Embassy Canberra recommends 11 individuals be placed 
on the NO FLY list and 12 individuals be placed on the 
SELECTEE list.  The 23 individuals are Australian citizens, 
or are Australia-based, and are of security interest because 
they have either an historical or current association with 
Yemeni cleric Anwar al-Aulaqi, or are based in Yemen or the 
surrounding region and may come into contact with al-Aulaqi. 
The Australian Security Intelligence Organization (ASIO) 
provided the names and the Embassy Visas Viper committee met 
on 19 January 2010 to discuss the names. 
 
2. (S) Post ran CLASS checks for all 23 individuals and 
checked their current U.S. visa status in the Consular 
Consolidated Database (CCD).  Results are listed by 
individual (A. through W.) in paragraph 4.  Records showed 
that 20 of the 23 already had DPT 00 hits.  The three that 
did not have CLASS hits were records I., O. and V.  While 
records did not show any of the 23 had a visa, please note 
that most are Australian citizens and Australia is a visa 
waiver country.  One individual (record L.) applied via the 
Electronic System for Travel Authorization (ESTA) and was 
denied on 15 January 2010.
