Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

On 07 December 2009, PolOff delivered reftel demarche to 
Nouneh Zastoukhova, the acting head of the Armenian Ministry 
of Foreign Affairs' United Nations desk.  While Zastoukhova 
was unable to give PolOff a firm answer regarding Armenia's 
position on reftel vote, she confirmed that the appropriate 
MFA deputy minister would see the demarche (para 5 reftel), 
and send instructions to the Armenian UN mission as soon as 
possible.
