Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

SUBJECT: Kabul, Afghanistan - Housing Constraints for 
Visitors 
 
1.  Post expects large numbers of personnel to come over the 
next two months in support of the civilian uplift and the 
numerous Congressional delegations and senior executive branch 
visitors.  We must ask all prospective visitors of any rank or 
agency to understand that we are striving hard under wartime 
conditions to accommodate truly essential visitors. 
 
2.  Also, we caution all visitors to expect to share housing 
at least until the beginning of February.  We ask your 
understanding if we must reluctantly deny country clearance or 
request postponement of a visit.
