Understanding cables
Every cable message consists of three parts:

(SBU) The Ambassador delivered reftel demarche, previewing the 
President's announcement on the way forward in Afghanistan and 
Pakistan, to Acting Foreign Minister Angel Flisfisch on December 1 
(FM Fernandez was on travel).  After the Ambassador emphasized the 
importance of this announcement to the U.S. Administration, 
Flisfisch promised to discuss it with FM Fernandez and explore 
whether Chile could issue a statement on the announcement.
