Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1. (SBU) In response to the points in reftel A, French 
officials at the Ministry of Foreign Affairs and the Ministry 
of Defense said they were aware of the draft MOU on life, 
security and mobility support, originally supplied to the 
French Embassy in Kabul as per reftel B, and expressed their 
willingness to help.  However, GOF officials in Paris have 
only recently received the draft MOU text.  Post has 
emphasized the importance of a timely response, which we will 
report septel.
