Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). Per reftel, on November 30, POLOFF delivered  to Jonattan Del 
Rosario, the Assistant Director General for Foreign Policy at The 
Ministry of Foreign Affairs, an inquiry regarding Panama's 
willingness to run for a seat on the UN Human Rights Council.  Mr. 
Del Rosario responded that he has consulted with the Director 
General and that they are currently assessing the idea.
