Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1.  (SBU) Charge d'affaires delivered reftel message December 
1 to A/S-equivalent Anatoliy Oliynyk, who heads the MFA's 
NATO General Directorate.  Charge previewed the President's 
message, noting that we are prepared to devote significant 
new resources to defeating al Qaida, but that our commitment 
in Afghanistan and Pakistan would not be open-ended.  He 
added that we would welcome material and diplomatic support 
from allies and friends like Ukraine. 
 
2. (SBU) Oliynyk underscored the importance for Ukraine of 
defeating al Qaida, and undertook to convey our message to 
his leadership, noting that he would be flying with Minister 
Poroshenko to Brussels on December 3 for a NATO-Ukraine 
Commission ministerial.
