Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

 1.  (SBU) In response to reftel request, Pol Off met with 
Mohamed H.G. El-Din at the offices of El-Hassan Trading 
Establishment.  El-Din confirmed that he was authorized by 
the Egyptian Ministry of Defense to conduct brokering 
activities in Egypt.  El-Hassan Trading provides consulting 
services and technical support for military customers in 
Egypt and Bahrain. El-Hassan Trading does not physically 
handle or store any items on the United States Munitions List 
(USML), as all items go directly to the military.  The 
company was established in 1983 and has 40 employees.  El-Din 
confirmed that he was familiar with restrictions on USML 
items, including the unauthorized re-transfer and re-export 
of items. 
 
2.  (SBU) El-Din said his company had been doing business 
with American companies for over 20 years to support programs 
funded by Foreign Military Financing.  The firm provides 
program management support, installation and verification 
services, and on-site technical support.  Hassan works with a 
number of U.S. companies including Raytheon, General Electric 
Aviation, and Lockheed Martin.  Some of his current projects 
included providing follow-on support for radar systems 
belonging to the Egyptian Air Defense and providing 
in-country support for the F-16 and Beechcraft programs with 
the Air Force.
