Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

SUBJECT: BRAZIL: OPIC LETTERS ON HYDROELECTRIC PROJECTS DELIVERED TO 
ENVIRONMENT MINISTER 
 
1.  On November 25, 2009, Post delivered the letters and attachments 
from Overseas Private Investment Corporation (OPIC) Acting Vice 
President for Investment Policy Berta Heybey to Brazilian Minister 
for the Environment Carlos Minc, which notified the Environment 
Ministry of OPIC's consideration of investment assistance in 
connection with a hydroelectric project on the Rio Piedade and 
another hydroelectric project on the Rio Chapeco.  For information 
purposes, a copy of the letters and attachments were also delivered 
to Counselor Ancelmo Gois, Head of the Services Negotiation 
Division, and Minister Fernando Coimbra, Head of the Environment 
Division, both from the Brazilian Ministry of External Relations. 
 
2.  Post will inform OPIC and State Department of any response from 
the Government of Brazil concerning either of these two projects.
