Understanding cables

Embassy delivered reftel diplomatic note on November 19, and 
emboffs delivered reftel demarche to the Social Affairs 
Division of the Ministry of External Relations (MRE) on 
November 23 and to the Ministry of Health on November 30.  We 
received no substantive response but were informed that 
Minister Silvio Albuquerque, who heads the Social Affairs 
Division of the MRE, would likely represent Brazil at the 
World Health Assembly.
