Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.

1. Key points at the December 8 MFA press briefing were: 
 
-- China supports U.S.-DPRK dialogue and hopes Ambassador Bosworth's 
talks with the DPRK lead to the resumption of the Six-Party Talks. 
 
-- Chinese Premier Wen Jiabao will attend the UN Climate Change 
Conference in Copenhagen at the invitation of Danish Prime Minister 
Lars Lokke Rasmussen. 
 
-- China is investigating reports that 22 Chinese Uighurs were 
seeking asylum through the UNHCR office in Cambodia. 
 
Bosworth Trip to North Korea

2. At the December 8 regularly scheduled Foreign Ministry press 
briefing, Spokesperson Jiang Yu said that China supported "contact 
and dialogue" between the United States and North Korea as a means 
of promoting mutual understanding and resolving mutual concerns. 
She stated that China hoped Special Representative for North Korea 
Policy Ambassador Stephen Bosworth's December 8 visit to the DPRK 
would lead to the resumption of the Six-Party Talks.  She noted that 
Ambassador Bosworth would visit Beijing December 11. 
 
Wen Jiabao Attending Climate Change Conference

3. Chinese Premier Wen Jiabao had accepted the invitation of Danish 
Prime Minister Lars Lokke Rasmussen to attend the UN Climate Change 
Conference in Copenhagen, Jiang said.  She stated that China 
supported adherence to the United Nations Framework Convention on 
Climate Change (UNFCCC).  In order to reach consensus, she 
continued, the UNFCCC principle of "common but differentiated 
responsibilities" should be observed.  Relevant countries would need 
to display political will for successful emissions reduction, Jiang 
said. 
 
Uighurs Seeking Asylum in Cambodia

4. When asked about reports that 22 Chinese Uighurs seeking asylum 
through the UNHCR office in Phnom Penh, Cambodia, Jiang responded 
that China was investigating the issue.  She added that China had a 
cooperative relationship with Cambodia "on every level." Jiang said 
China hoped for enhanced cooperation among the international 
community to fight terrorism.  (Note: This question and Jiang's 
response were not included in the official Foreign Ministry 
transcript of the press briefing.) 
 
4th China-Russia Strategic Security Consultation

5. Jiang announced that during the fourth session of China-Russia 
Strategic Security Consultations held on December 7, State Councilor 
Dai Bingguo met with Russian Security Council Secretary Nikolay 
Petrushev to discuss building a "strategic mutual partnership."
