Understanding cables

1. This is an action request. 
 
2. Pursuant to the Leahy Act and Foreign Assistance Act, Post 
requests the Department's assistance in screening the following 
candidates from the Iraqi Ministry of Interior (MOI), who have been 
nominated to witness two IA systems and observe a functional and 
efficient IA organization incorporating planning, investigations, 
and inspection and auditing.  Training will take place in Washington 
D.C./Arlington, VA, USA, 20-27 March 2010.
