1. This is an Action Request.  See paragraphs 2-4. 
 
2. The Department's Office of Defense Trade Controls 
Compliance (PM/DTCC) requests Post's assistance in 
conducting a post-shipment check on license 050101274 for 
the export of International Traffic in Arms 
(ITAR)-controlled L-100 aircraft parts and components to 
Portugal.  Post is requested to complete this Blue Lantern 
inquiry within 45 days.  Lack of response to a Blue 
Lantern inquiry will affect pending and future licenses 
involving parties to this license. 
 
3. Reasons for request: (1) To verify that the US Applicant, 
Dynatech, has exported only minor spare parts and components 
covered under United States Munitions List (USML) Category 
VIII(h) and that those parts are only manufactured by Rolls 
Royce and Lockheed Martin. (2) To verify that the parts and 
components are being used only for the purpose and by the 
end-users stated on the license (see para 4). 
 
4. ACTION: The Department requests that Post contact the 
foreign consignee, Ogma Industria Aeronautica de Portugal, 
S.A. (Ogma), to request documentation that verifies the 
hardware received from Dynatech under license 050101274. 
Post is also requested to verify that the hardware is being 
used only for the purpose stated on the license. 
 
In particular, Post is requested to inquire about the 
following shipment exported under the license: 
 
Date of Export: 3 August 2009 
Quantity/Commodity: 2 Pieces / Aircraft Spare Parts 
Value: 5,253.00 USD 
 
According to US Customs records, the listed ultimate end-user 
of these items is the Portuguese Air Force, a party not 
authorized to received hardware under this license.
