Understanding cables

1.  (U)  PolChief met with the ROYG MFA Deputy Chief of 
International Organizations Idrees Al-Shammam November 16 to 
discuss points in reftels.  Shortly after the meeting 
Al-Shammam sent a diplomatic note advising the Embassy "that 
the Government of the Republic of Yemen will support the 
candidacy of the United States for Category "A" membership in 
the IMO Council during the upcoming election in London from 
November 23 to December 4, 2009."
