ΒΆ1.  (SBU) PolOff delivered reftel points to MFA Multilateral 
Affairs Director General Lourdes Puma on November 16.  Puma said 
that Ecuador was not heavily involved in the International 
Development Law Organization (IDLO), and was still reviewing 
possible candidacies for the Director General position, but 
recognized McInerney's qualifications as being strong.  Post will 
report any additional information.
