1. (SBU) Econcouns delivered the points contained in Ref. A 
to Ministry of Foreign Affairs Under Secretary for 
Disarmament and Non-proliferation Bala Chandran Tharman on 
November 5.  Tharman did not provide any immediate feedback. 
Econcouns also delivered via letter the points contained in 
reftel to Bank Negara Deputy Governor Zamani Abdul Ghani. 
Bank Negara has not yet provided any response to the letter. 
A U.S. delegation led by Special Advisor for Nonproliferation 
and Arms Control Robert Einhorn advised senior level 
officials at the Ministry of Foreign Affairs, the Office of 
the Prime Minister and Bank Negara during November 3-4 
meetings that First East Export Bank designation was imminent 
(Refs. B and C).  We will report back any subsequent 
responses.
