Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

REPORT, KABUL, AFGHANISTAN 
 
I. BROAD ITEMS OF INTEREST TO ADVISORS AND AGENCY MANAGERS: 
 
1. (U) EXBS Program Coordinator Roohullah Shaikaib accompanied an 
Afghan delegation to the United States for training and meetings in 
Washington from October 24 to November 14.  EXBS Advisor worked with 
Allied Machinery Ltd. to service two forklifts, provided by EXBS to 
the Afghan Customs Service, in preparation for their shipment to 
Afghan Border Crossing Points ; and attended four border 
coordination meetings in Kabul. 
 
II. COMPLETED ACTIONS FOR REPORTING PERIOD 
 
A. Site Assessments and Meetings 
 
1. (U) During the reporting period, EXBS Advisor met with the 
construction company contracted to refurbish two secure rooms at the 
Ministry of Commerce and Industry (MoCI).  The rooms will house 
computers and servers for a computer-based licensing systems EXBS 
will donate to MoCI.  MoCI requested that EXBS modify the contract 
to include a second window and reroute the wiring under the new 
insulated flooring.  EXBS Advisor approved the modifications.  EXBS 
staff is working with the Embassy General Services Office to secure 
housing and transportation for a contractor scheduled to install 
licensing equipment and software from December 2, 2009 to February 
3, 2010 
 
2. (U) EXBS staff visited the Afghan Customs Inland Customs Depot to 
discuss the completion of warranty work on two 13.5 ton forklifts 
prior to shipment to Islam Qalah and Towr Khan border crossing 
points.  The contractor assigned to the project completed the 
warranty work on October 27. 
 
3. (U) EXBS staff escorted four Afghan Government officials 
attending a two-week export control workshop at the University of 
Georgia in Athens, Georgia, and three days of consultations in 
Washington. 
 
4. (U) EXBS Advisor attended three Border Coordination Meetings and 
one Border Management Working Group meeting to discuss coordinating 
assistance from U.S. government agencies and other donors to the 
Afghan border agencies. 
 
5. (U) EXBS Advisor met with Dr. Abdul Malik, head of the Radiation 
Protection and Radiation Safety Department of the Kabul Ministry of 
Health to discuss a request for EXBS funding to attend a World Heath 
Organization (WHO) seminar.  The request was denied because the 
topics to be discussed at the seminar are not related to the EXBS 
program.  EXBS has agreed to fund two Weapons of Mass Destruction 
(WMD)- related trips for Dr. Malik.  EXBS is working with Dr. Malik 
on a proposal to provide nuclear, chemical, explosives and radiation 
safety train-the-trainer instruction to 20 Afghan Customs and Border 
Police. 
 
B. Training Conducted 
 
1. (U) From October 24 - November 11, 2009 the EXBS Program 
Coordinator and four Afghan Government Officials attend an Export 
Control training program at the University of Georgia in Athens, 
Georgia.  The Afghan participants work closely with EXBS and the 
Commonwealth Trading Partners (CTP), a legislative development 
consultation company to draft an export control law that conforms to 
international standards.  CTP will visit Afghanistan in December to 
finalize the draft in preparation for approval by the Afghan 
Government.
