Understanding cables

1.  Per REFTEL, Post discussed with Government of Brazil (GOB) 
officials Brazil's participation at the Inter-American Institute for 
Cooperation on Agriculture (IICA) regional meeting in Santiago, 
Chile on November 12 and 13th, 2009.  Marcus Vinicius Coelho, Office 
of Agricultural Protection (SDA), Division of Biosafety, Ministry of 
Agriculture will attend the IICA Workshop in Santiago, Chile. 
 
2.  The Ministry of External Relations' Division for the Environment 
reports that most likely the Director, Fernando Coimbra, will lead 
the Brazilian delegation to the liability and redress protocol 
negotiations in Kuala Lumpur in February 2010.  Coimbra's 
assistant,Pedro Andrade, will also probably attend. Marcus Vinicius 
Coelho from the Agriculture Ministry will also attend.  It is 
unknown if anyone else from the GOB will attend the Kuala Lumpur 
meeting.
