Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. NOVEMBER 6, 2009 
 
I.  BROAD ITEMS OF INTEREST TO ADVISORS AND AGENCY MANAGERS: 
 
1. (SBU) On October 23 and November 6, the Advisor, Econ Chief, POL 
Officer, and Econ Officer met with officials of the Department of 
North American Affairs of the Taiwan Ministry of Foreign Affairs 
(MOFA).  MOFA is interested in getting more involved in 
nonproliferation issues.  The Advisor briefed MOFA officials on 
current U.S.-Taiwan cooperation and suggested areas where MOFA might 
be able to support the bilateral engagement led by the Bureau of 
Foreign Trade (BOFT) of the Taiwan Ministry of Economic Affairs 
(MOEA) on the Taiwan side. 
 
2. (SBU) From October 26 - 27, the Advisor participated in the 
Annual U.S-Taiwan Civil Nuclear Cooperation meeting.  The Advisor 
updated the Technology Transfer Working Group on EXBS training 
programs and EXBS plans for the next couple of years. 
 
3. (U) On October 30, the Advisor delivered a speech entitled 
"Nonproliferation: Basics of Export Controls" to approximately 150 
juniors at Chinese Culture University in Taipei.  Surprisingly, 
students were very interested in the topic and had numerous 
questions ready for the Advisor.  The Advisor is in preliminary 
discussions with National Chengchi University, also in Taipei, to 
deliver similar talks in early 2010. 
 
(SBU) On November 4, a successful Chemical Weapons Convention 
seminar was held in Taipei.  The seminar was organized and funded by 
the Industrial Development Bureau of MOEA.  The Advisor is the AIT 
policy lead and was the control officer for the ISN/CB official 
speaking at the seminar.  Relevant offices will be briefed by the 
ISN/CB official. 
 
II. TRAINING CONDUCTED DURING REPORTING PERIOD: 
 
None 
 
III. UPCOMING TRAINING: 
 
1. (U) The Advisor is working with ISN/ECC to schedule additional 
Internal Control Program Deployment Workshops, with the first one 
being held December. 
 
2. (U) A Commodity Identification Instructor Training, implemented 
by the Department of Energy, is notionally scheduled for 
January/February 2010. 
 
3. (U) A WMD Investigation and Prosecution Training, implemented by 
the Department of Justice, is notionally scheduled for early 2010. 
 
4.  (U) An International Air Cargo Interdiction Training (IACIT), 
implemented by the Customs and Border Protection, U.S. Department of 
Homeland Security, is scheduled for March 2010 at JFK Airport, New 
York.  A follow-on IACIT will take place in Taiwan short time after 
the JFK program. 
 
IV. UPCOMING MEETINGS: 
 
1. (U) BOFT has scheduled the following industry outreach programs: 
November 17 - Tainan; November 20 - Taipei; November 24 - Hsinchu; 
and November 26 - Taichung.  BOFT will use these programs to urge 
Taiwan companies to adopt their own internal controls of strategic 
exports. 
 
2. (SBU) On December 17, BOFT is holding a Machine Tools 
Identifications Training for its officials.  This program is 
supported by Japan. 
 
3. (SBU) On November 18, the Advisor will be an instructor at an 
Export Administration Regulations seminar in Seoul, South Korea. 
Korea's Ministry of Knowledge Economy is organizing the seminar.  On 
the margins of the seminar, the Advisor will meet with KOSTI, the 
Korean export control NGO under MKE, and a Taiwan representative 
posted in Seoul to get detailed information on KOSTI's operations. 
This meeting is part of the Advisor's on-going work with BOFT to 
establish a Taiwan NGO dedicated to nonproliferation work.
