Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

On October 23, Embassy Poloff provided reftel information on 
International Atomic Energy Agency (IAEA) plans to fuel the 
Tehran Research Reactor to Second Middle East Division 
Principal Deputy Director Yukiya Hammamoto and Iran Desk 
Chief Junichi Sumi.  Hammamoto and Sumi expressed 
appreciation for the additional information but had no 
initial substantive comments, noting that they would take 
time to review the information first.  Post will report any 
additional feedback.
