Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

SUBJECT: U.S. START TREATY ITEMIZED COST LISTS 
 
1.  (U) This is an action request for Embassy Astana 
(DTRO-A), Embassy Kyiv (DTRO-K), and Embassy Moscow 
(DTRO-M/ACI).  Please see paragraph 2. 
 
2.  (SBU) In accordance with Annex 14 to the START Treaty 
Inspection Protocol, the Defense Threat Reduction Agency 
(DTRA) has prepared and forwarded to embassies (via express 
mail and unclassified e-mail) START Treaty itemized cost 
lists for the period July 1, 2009, through September 30, 
2009.  Upon receipt of these lists, embassies are requested 
to deliver the lists to host nation government officials not 
later than October 31, 2009.  Embassies are further requested 
to confirm, via cable to Washington and unclassified e-mail 
to DTRA/OSAS (robert.habashi@dtra.mil and 
mark.beddoes@dtra.mil) the delivery of the cost lists, the 
name and office of the official to whom they were delivered, 
the date of delivery, and any comment or reaction provided at 
that time. 
 
3.  (U) This U.S. START Treaty itemized cost list submission 
is being submitted directly to the Belarusian Government via 
a service message transmitted by the U.S. Nuclear Risk 
Reduction Center.
