Understanding cables

ΒΆ1.  (U)  Foreign Minister Lawrence Cannon -- who is visiting 
Libya, Israel, and Saudi Arabia October 19-25 -- will be 
unable to participate in the 2009 G-8 BMENA Forum for the 
future.  Canada's representative will be the Parliamentary 
Secretary for Foreign Affairs, Conservative Member of
