Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1. (SBU) China's State Council Legislative Affairs Office 
published draft implementing regulations for the Bidding and 
Tendering Law on September 30, 2009.  The draft regulations 
are available at the following website:  www.chinalaw.gov. 
Comments are due October 26, 2009.  Post is preparing a 
summary translation and will forward the full translation of 
the draft to the interagency as soon as available. 
 
2. (SBU) ACTION REQUEST:  Interested agencies are requested 
to coordinate consolidated USG comments on the draft law and 
provide those to State EAP/CM Econ Director William Klein 
(kleinwh@state.gov) by October 21 for onward transmission to 
post in time to allow translation and official submission to 
the PRC by the October 26 deadline.
