Understanding cables

On September 28, the Embassy delivered the points conveyed 
reftel concerning the proposal to ammend the Montreal 
Protocol, along with the fact sheet and draft ammended text 
to the Tunisian Ministry of Foreign Affairs.  We will report 
any substantive response we receive.
