Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

MFA Director of the Americas Department Mohamed Matari.  Matari 
took note of U.S. goals for UNGA and confirmed that Libya's top 
Africa hand and upcoming President of the 64th UN General 
Assembly, Ali Treiki, planned to focus on UN reform, human 
development, anti-corruption initiatives, and climate change. 
(Note: Libyan Leader Muammar al-Qadhafi highlighted UN reform -- 
including his desire for the Security Council to add a permanent 
seat for Africa -- in his July 15 statement at the Non-aligned
