Understanding cables

1. (SBU) NEA A/S Feltman delivered reftel invitation orally 
during a September 9 meeting with Foreign Minister-equivalent 
Musa Kusa (ref b).  The FM expressed appreciation for POTUS's 
invitation and indicated that Libyan Leader Muammar al-Qadhafi 
would attend the September 24 UNSC summit meeting.  Post 
delivered a hard copy of the reftel invitation on September 14 
to the Ministry of Foreign Affairs. 
 
2.  (U) A/S Feltman did not have the opportunity to review this 
message prior to departure.
