1. (U) This is an Action Request. See paragraph 4. 
 
2. (U) The Department's Office of Defense Trade Controls 
Compliance (PM/DTCC) requests Post's assistance in conducting 
a post-shipment check on licenses 050123318, 050131759, 
050131068, and 050131059 for the export of firearms to 
Thailand.  Post is requested to complete this Blue Lantern 
check within 45 days. Lack of response to a Blue Lantern 
check will affect pending and future licenses involving 
parties to this license. 
 
3. (SBU) Reason for Request: Information obtained by PM/DTCC 
indicates that four (4) Smith & Wesson firearms originally 
exported to Thailand under these licenses may have been 
re-exported without Department authorization.  This request 
is for Post to review the records of the end-users listed 
below to determine to whom the following firearms were sold: 
Smith & Wesson serial numbers BJM3309, BJM3310, BJM3313, and 
BJM3348.  In addition, P. Phanich Firearms and Mata Firearms 
have never been subject to a Blue Lantern check.  Post is 
requested to establish the bona fides of these companies. 
 
4. (U) Action Request:  Post is requested to determine the 
ultimate end-users of the following four Smith & Wesson 
firearms: 
 
--Serial number BJM3309 exported on license 050123318 to Mata 
Firearms (see para 5A) 
--Serial number BJM3310 exported on license 050131759 to 
Aumnaj Firearms (see para 5B) 
--Serial number BJM3313 exported on license 050131068 to P.

Post is also requested to establish the bona fides of P. 
Phanich Firearms and Mata Firearms by making inquiries to 
representatives of the companies and appropriate host
