ΒΆ1.    (U) We delivered reftel points on U.S. priorities for 
the UN Human Rights Council's 12th Session to Chun Hye-ran, 
Deputy Director of MOFAT's Human Rights and Social Affairs 
Division.  With regard to the USG goal of getting a more 
balanced resolution on freedom of expression, Chun said the 
ROKG would back "a creative resolution achieved by 
consensus."  She noted that the ROKG would follow its 
previous voting pattern if consensus was not found.  Chun 
stated that the ROKG did not see a problem with continuation 
of the special procedures mandates for Somalia, Cambodia and 
Burundi.  Chun emphasized that more specific language 
defining "traditional values" would be needed before the ROKG 
could consider supporting Russia's new resolution.  She 
confirmed that the ROKG does not plan to initiate any new 
resolutions during the session.
