1.  Post communicated reftel invitation from President Obama 
for TFG President Sheikh Sharif Sheikh Ahmed to attend the 
lunch for Sub-Saharan African Heads of State and Government 
via diplomatic note on September 4. 
2.  President Sharif thanked us for the invitation and 
personally communicated his regrets for not being able to 
attend the lunch to Ambassador Ranneberger on September 13. 
President Sharif will not be in New York on September 22, 
having accepted a long-standing invitation to attend a 
university opening with 40 heads of state in Jeddah, Saudi 
Arabia.  He plans to arrive in the U.S. for the UN General 
Assembly on September 24.
