Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

(SBU) On September 18, PolOff delivered the action plan in 
reftel to Eloy Isaba, President of the National Coalition 
Against Trafficking in Persons (NCATP).  The NCATP is an 
inter-agency organization under the Minister of Government. 
Isaba appreciated the recommended measures in reftel and said 
he would pass it to the Minister of Government.  He also 
asked that we formally present the action plan to the 
Minister in a letter.  Isaba stated only the Minister could 
take the decision on the recommended action plan.
