Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

(U) On September 10, PolOff delivered reftel demarche to 
Ministry of Foreign Relations (MINREX) Americas Division 
Director Renee Morales.  Morales said she would pass the 
information regarding the Department of Labor's (DOL) report 
on goods produced using forced or child labor in connection 
with the 2005 Trafficking Victims Protection Reauthorization 
Act (TVPRA) to relevent ministries. Morales made no other 
substantive comment on the issue.
