Understanding cables
Every cable message consists of three parts:

Poloff shared the proposed agenda for the October 9 P3 discussion in Washington of Nuclear Nonproliferation Treaty (NPT) and Fissile Material Cutoff Treaty (FMCT) issues with Nick Low (Protect), Head of the Foreign and Commonwealth Office's Counterproliferation Department's Nuclear Issues Section, on September 18.
