Understanding cables

1. (SBU) Post received confirmation from Brazil's Civil Aviation 
Regulation Agency (ANAC), per action request in reftel B, to hold a 
formal final discussion with the FAA on October 28-29 to review the 
noted safety oversight deficiencies and any corrective measures the 
GoB has taken since the IASA assessment in May 2009. In a letter 
dated September 2, 2009 from ANAC's President Dr. Solange Paiva 
Vieira to FAA's Director of Flight Standard Service John Allen, ANAC 
confirmed that the meeting would take place at ANAC's offices in Rio 
de Janeiro.  Vieira reiterated ANAC's commitment to taking necessary 
corrective action in addressing the IASA findings.  Post expects to 
receive a diplomatic note from Brazil's Ministry of Foreign 
Relations confirming ANAC's letter.

                   REF: International Aviation Safety Assessment 
 
Dear Mr. Allen: 
 
  Reference is made to your letter dated July 31, 2009 whereby you 
provided a provisional report of the assessment consultations and 
requested a meeting with Brazilian aviation officials at ANAC, as a 
follow-up to the IASA, held in Rio de Janeiro May 18-22, 2009. 
 
  In this regard, I am pleased to confirm the dates (October 28-30) 
suggested and to inform that the meetings will be held at ANAC's 
office in Rio de Janeiro. 
 
  I look forward to the outcomes and take this opportunity to 
reassure you our full commitment to address the findings and take 
appropriate corrective actions.
