Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. 1. (SBU) On September 10, 2009, Ambassador Murphy delivered 
the invitation to the September 26 meeting on Partnering for 
Food Security on the margins of the United Nations General 
Assembly (UNGA) and accompanying draft statement during an 
introductory call on Foreign Minister Frank-Walter 
Steinmeier.  Copies of both documents were also shared with 
the Ministry of Economic Cooperation and Development (BMZ) 
and Ministry of Agriculture (BMLV). 
 
2. (SBU) Contacts at the MFA and BMZ advised that no 
decisions regarding German participation in the September 26 
meeting or the draft statement will be made until after the 
September 14-15 meeting in Washington, "The Road from 
L'Aquila."  Post will report additional information when 
available. 
 
3. (SBU) NOTE: Separately, Embassy has confirmed that Foreign 
Minister Steinmeier will not travel to New York for UNGA. 
MFA State Secretary Reinhard Silberberg will lead the German 
delegation to UNGA.
