Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

TO DONATE COBRA HELICOPTER SPARE PARTS TO PAKISTAN 
 
1.  This is an action request.  Please see para 2. 
 
2.  The GOT, via diplomatic note 2009/ALGY/412568 from the 
Ministry of Foreign Affairs dated September 17, has requested 
approval to donate spare Cobra helicopter parts to Pakistan. 
Original value of the parts is listed as USD 424,705.22 
Post asks that the Department, in coordination with other 
appropriate agencies, review the GOT's request and inform 
post of a decision at the earliest opportunity.  Full details 
of this request will be faxed to PM/RSAT.  Post POC for this 
request is POL/MIL Deputy Kami Witmer. 
 
3.  Begin text of Diplomatic Note: 
 
The Ministry of Foreign Affairs of the Republic of Turkey 
presents its compliments to the Embassy of the United States 
of America and has the honor to request assistance in 
obtaining the US Government's approval for the donation of 
spare parts for Cobra helicopters, which had been purchased 
by the Turkish Government with National Budget Funds from the 
US through Foreign Military Sale method and now earmarked as 
excess defence article by the Army, to Pakistan. 
 
Technical Information regarding the above mentioned spare 
parts is attached herewith. 
 
The Ministry of Foreign Affairs of the Republic of Turkey 
avails itself of this opportunity to renew to the Embassy of 
the United States of America the assurances of its highest 
consideration.
