Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1. (SBU) PolCouns and PolOff met with Foreign Ministry (MFA) 
North and Central America Division Director Toyin Solaja 
September 28 to deliver the requested demarche on the Justice 
Goldstone report (Reftel).  We arranged this meeting with 
Solaja in lieu of MFA colleagues responsible for UN issues, 
given their earlier departure for Geneva and New York. 
Solaja provided no substantive response but promised to pass 
along U.S. views to his MFA colleagues for follow up.
