Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

On August 17, EconOff delivered REFTEL demarche to Dr. Fadhi 
Abdulkareem Al-Shoaiby, Deputy Minister for the Budget Sector 
at the Ministry of Finance.  Shoaiby accepted the demarche 
and thanked EconOff for USG assistance to support the Yemeni 
economy.  He told EconOff that the ROYG has worked with the 
World Bank since 2005 to reform the budget process and 
indicated that the World Bank's "guide for success" would be 
fully implemented by 2010.  Shoaiby said that the ROYG is 
interested in continued technical assistance from the USG and 
international financial institutions.
