If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). Humanitarian Crisis in Ethiopia, Somalia, and Kenya

1. Senior Agricultural Attache provided reftel demarche points to 
South Africa's Department of International Relations and Cooperation 
(DICO), Directorate of the Horn of Africa and Indian Ocean Islands, 
Mr. Gabriel P. Setlhoke, Director. 
 
2. Mr. Setlhoke accepted the demarche on behalf of DICO, but noted 
that his office is not directly responsible for responding to this 
specific request. Due to other commitments, the representative of 
the Office of Humanitarian Assistance was not available.  The 
meeting was cordial and Mr. Setlhoke was very engaging.  He 
expressed concern over the control of food delivered to Somalia, but 
also said that Kenya and Ethiopia have stable governments and thus 
should be able to take care of themselves. 
 
3. Post will report any additional response provided by DICO.
