Understanding cables

2.  In order to comply with Leahy human rights vetting requirements, 
this cable forwards the names of two (1) Afghan national selected 
for senior leadership training at the Marshall Center. Post 
possesses no derogatory information on these individuals.  Post 
requests Department's review of these candidates by September 4, 
2009.
