Understanding cables
Every cable message consists of three parts:

ΒΆ1. (SBU) Poloff conveyed August 4 to MFA African Department 
East Africa Desk Officer Zheng Minjuan reftel points 
requesting that China contribute additional support to 
Somalia in light of the recent agreement signed between the 
Transitional Federal Government(TFG) and 
PricewaterhouseCoopers (PwC).  Zheng told PolOff that China 
was very concerned about the humanitarian situation in 
Somalia and would do "what it could" to provide additional 
aid.  Econoff also delivered reftel points August 4 to 
Ministry of Commerce (MOFCOM) Department of Aid to Foreign 
Countries official Wang Li.  Wang said he would convey the 
request to his superiors and provide updated information as 
it became available.
